Orientation Course for Engineering Graduates and Science Postgraduates (OCES)

OCES is the flagship program of the BARC Training Schools for Engineering Graduates and Science Postgraduates.


TRAINING OBJECTIVES

The Training Program aims to ensure that the Trainee Scientific Officers (TSOs) are provided with the necessary facilities and opportunities to acquire knowledge and develop skills in R&D pertaining to Nuclear Science & Technology. The course comprises of  foundation, core, advanced and elective courses, mini-projects etc. in several disciplines.

The course work consisting of classroom lectures, practical training and project work, is organized into three trimesters and is completed in one year commencing on 1st August every year. Evaluation on a continuous basis is carried out by way of examinations and assignments.

The OCES program is recognized for the award of Post-Graduate Diploma and as course work for the award of M.Tech./M.Phil./Ph.D. degree of the Homi Bhabha National Institute (HBNI), an aided institution of the Department of Atomic Energy and a Deemed to be University under Section 3 of the UGC Act.

More than 10,000 officers have graduated from the BARC Training Schools since their inception.


Training Schools

The OCES Programs are conducted at  BARC Training Schools at the locations listed below 

  1. BARC Training School at Mumbai    
    - Engineering, Design, Development, Operation and Maintenance of Nuclear Reactors.  
    - Research in frontier areas of Basic and Engineering Sciences

  2. BARC Training School at Indira Gandhi Centre for Atomic Research (IGCAR), Kalpakkam
    - R&D and Engineering related to Fast Breeder Reactors
    - Research in frontier areas of Basic and Engineering Sciences

  3. BARC Training School at Raja Ramanna Centre for Advanced Technology(RRCAT), Indore
    - R&D and Engineering related to lasers, accelerators, plasma physics, cryogenics and superconductivity

  4. BARC Training School at Nuclear Fuel Complex (NFC), Hyderabad
    -  Operation & Maintenance and Engineering related to Nuclear Fuel Facilities  and production plants for production
    of heavy water to support the Nuclear Power Program.

  5. Atomic Minerals Directorate for Exploration and Research (AMD), Hyderabad
    - Exploration Techniques for Uranium and other Atomic Minerals and related R&D activities.

SUCCESSFUL COMPLETION AND PLACEMENT

A TSO who scores a minimum of 50% aggregate marks on completion of the OCES Program is declared to have passed the course successfully. Successful TSOs will be posted as Scientific Officer 'C' in one of the DAE units.
Posting of a successful OCES TSO to a DAE unit is done on the basis of the requirements of DAE and the TSOs merit, at the end of the OCES program. A small number of successful TSOs may also be posted in the Atomic Energy Regulatory Board (AERB).


Grade And Pay Scale

Appointment in all the units shall be as a Scientific Officer 'C' (SO/C) in the Level 10 - ₹ 56,100 of the 7th Central Pay Commission Pay Matrix

Appointment will be at the beginning of the pay scale with OCES TSOs getting two or three increments depending on their performance during the OCES program and the DGFS Fellows# getting three or four increments depending on their performance in M. Tech. / M. Chem. Engg. and four-month Orientation Course for DGFS Fellows (OCDF).

#DGFS Fellows whose performance in the M.Tech./M.Chem.Engg. and OCDF programs is below a specified threshold will get zero increments.

Monthly emoluments (with three increments)

Monthly emolumentsat the time of joining including Dearness Allowance, House Rent Allowance and Transport Allowance at the present Mumbai rate, will be approximately ₹94,000. In addition, other Allowances such as Leave Travel Concession by air, every year up to first eight years (subject to conditions) and once in two years thereafter, Children's Education Allowance and Professional Update Allowance are also payable.

A comprehensive Contributory Health Service Scheme or equivalent for employees and their dependent family members is also available at all DAE Units.

DAE Graduate Fellowship Scheme for Engineering Graduates and Physics Postgraduates (DGFS)

Many young professionals like to start their careers only after acquiring an advanced degree. To attract such individuals, DGFS was initiated for inducting engineers at M.Tech./M.Chem.Engg. level in collaboration with eight IITs viz. Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras, Roorkee, BHU-Varanasi and also NIT-Rourkela and ICT-Mumbai. The scheme also strengthens the research-education linkage with premier institutes of the country in areas of interest to DAE. The M. Tech. project work is carried out under the supervision of two guides, one from IIT and the other from DAE. The topics for M.Tech./M.Chem.Engg. projects are proposed by the DAE guides keeping in view the requirements of DAE and the M.Tech./M.Chem.Engg. specialization of the concerned DGFS Fellow.

Dr. K.S. Krishnan Research Associateship (KSKRA)

KSKRA programme Research Associates selected under the prestigious KSKRA programme are given an opportunity to work on R&D programmes of national importance relevant to the DAE mandate and offers prospects of regular absorption in DAE units.

ELIGIBILITY CRITERIA

  1. For Engineers: Ph.D. degree in Engineering (Those who have submitted thesis for Ph.D. may also apply)
    or
    Master's degree in Engineering (M.Tech./ M.E./M.S.) with a minimum of 2-year R&D experience after obtaining M.Tech./M.E./M.S. degree.
  2. For Scientists: Ph.D. degree in Science (Those who have submitted Ph.D. thesis may also apply).

All candidates must have minimum 60% marks at both Bachelors and Masters level.
All candidates must provide a list of publications in support of their R&D experience.

Nationality/Age

Indian nationals who are not more than 32 years as on 1st January in the year of the application.
The age criterion is relaxable by 5 years for SC/ ST candidates and 3 years for OBC candidates.
The SC/ ST/ OBC certificate should be as per the prescribed format. Physically challenge persons are eligible for age relaxation of 5 years.

SELECTION AND APPOINTMENT

The selected candidates would be appointed as KSKRA for an initial period of one year, which is extendable by one more year based on performance during the first year. KSKRAs would be paid a monthly stipend of ₹ 40,000/- + benefits. Those candidates who have submitted their Ph.D. thesis but are yet to receive their Ph.D. degree, if found suitable by the interview committee in view of their expertise and academic record, would be first designated as Research Associate (RA) and paid a stipend of ₹32,000/- per month. On completion of their Ph.D. and on obtaining a provisional certificate, they would be designated as KSKRAs and paid a stipend of ₹40,000/- per month. For all other benefits, their date of joining as RA will be treated as the date of joining KSKRA Scheme. In addition to this, an amount ₹10,000/- per year would be disbursed as Educational Material Allowance. Associates will be provided Hostel accommodation, medical and leave benefits during their Associateship.

CAREER DEVELOPMENT

Anytime during second year of the Associateship, subject to satisfactory performance as evaluated by the concerned DAE unit, the KSKRAs will be absorbed as Scientific Officer/ Engineer-D with entry level 11 of the 7th CPC Pay Matrix + allowances as per Govt. Orders. Up to 4 advance increments may be awarded depending upon qualification, experience and performance during the selection interview and Associateship. KSKRAs with exceptional performance during the fellowship period may be considered for absorption as Scientific Officer/ Engineer-E with entry level 12 of the 7th CPC Pay Matrix + allowances as per Govt. Orders. In addition, benefits under Performance Related Incentive Scheme (PRIS) as applicable to the scientists and engineers in DAE will also be provided.
